The Local Area Agreement
The Local Area Agreement (LAA) sets out priorities for North Lincolnshire over the next three years. It has been agreed between local partners in North Lincolnshire and with central Government. The agreement contains priority outcomes for five thematic partnerships of the LAA. These include 12 LPSA2 projects with ‘stretch’ targets attracting additional Government grant if they are delivered.
Many Faces, One Community is North Lincolnshire’s Sustainable Community Strategy (SCS). The North Lincolnshire Strategic Partnership (NLSP) is responsible for delivering this strategy. The partnership is made up of key players from the business, public, faith and voluntary and community sectors; people who are senior enough to decide future plans and commit their organisations resources to implementing this strategy. All partners are committed to: working together to make a better future for the people of North Lincolnshire and will coordinate their efforts to ensure that improvements are made between now and 2010 and beyond. The LAA will be the primary driver for the delivery of Many Faces, One Community. It will provide clear outcomes, indicators, funding and performance management requirements to ensure the improvements we want for North Lincolnshire are achieved.
The LAA thematic partnerships have been woven into the structure of Many Faces, One Community to enhance partnership working and the effective delivery of outcomes. It is accepted that the strategy is a “live document” and the linkages between it and the LAA will be dynamic and responsive to changes in priorities. The five LAA thematic partnerships are:-
Children and Young People
Ensuring children are well cared for and enjoy and achieve in life will have a positive effect on both the well-being and health of North Lincolnshire Communities. Improvements in educational attainment and skills will benefit the economy of North Lincolnshire by improving the skills base.
The LAA Theme Lead for Children and Young People is Richard Stiff, Deputy Chief Executive (Individuals) at North Lincolnshire Council.
Safer Neighbourhoods
Addressing homelessness and will help families and children and young people. Reducing crime particularly drug abuse and arson will have a positive effect on the area’s communities and health. Reducing damage to property and theft will benefit businesses and safeguard jobs. Volunteering will benefits all the Blocks.
The LAA Theme Lead for Safer Stronger Communities is Chief Superintendent Peter Simmonds from Humberside Police.
Wellbeing and Health Improvement
Improvements in adult health and well-being will benefit our children and young people, and communities generally. Improved health in the workforce will also benefit existing and potential employees.
The LAA Theme Lead for Wellbeing and Health Improvement is Dr Andrew Furber, Joint Executive Director of Public Health at North Lincolnshire Primary Care Trust.
Economic Development
Lone parents finding employment will benefit children and families. A strong economy and greater prosperity will have beneficial effects on our communities. Increased employment will have a positive effect on the area’s health.
The LAA Theme Lead for Economic Development is Marcus Walker, Service Director, Strategic Regeneration, Housing and Development at North Lincolnshire Council.
Environment and Sustainability
NLC takes its corporate responsibility in respect to climate change seriously and is developing some strict LPSA targets in the next round. In addition we will work with our neighbouring authorities to develop regional targets. The council has already been active in this area. Many innovative schemes have been put in place and more are in the pipeline. Sustainable development is about integrating and improving environmental, economic and social outcomes for the present and for future generations. Sustainable community is at the heart of our SCS. The principles of sustainable development have been woven into the LAA to encourage individuals and communities to make choices that will improve quality of life in the area. This is a priority for each of the Thematic Partnerships of the LAA.
